I think you only have that options for the runtime-package. Download this tool (from here) and then open up the WSE 3.0 MSI package in this tool. When WSE is installed and uninstalled using its setup program, this event source is created during installation and removed during uninstallation. With MSI packages you can add an additional switch where you name the property and then set the value. I'm not familiar with the MSI Installer, so I'm not sure if there is a way to provide a configuration file or answer file that will automatically select the Administrator installation

Im using this : PSEXEC \\x.x.x.x msiexec /q /i

As a workaround to this deployment scenario, you could simply do the deployment of the WSE 3.0 Runtime only installation, and then do a manual copy of all the files located silent Installation of VS.NET 13. The following command line launches the WSE run-time setup from the current directory without user interaction.
